The population-dispersion policy is virtually unique to Israel; in most countries, especially in the West, the matter is left to market forces and intervention from on high is avoided. In accordance with market forces, immigrants actually tend to concentrate in central metropolitan areas, where they are most likely to find work. In Israel, population dispersion is considered very important for geo-political, geo-security, and geo-economic reasons.
