Social issues occupied a central position in this year’s budget debates in the Knesset and in other political circles. This analysis is of expenditure and its composition and helps to elucidate the government policies that these allocations are meant to implement.

this report analyzes government expenditure for social services in 1996 and the planned budget for 1997. The analysis also looks into development in the 1980s and in the 1990s to date.
