The position, authority and knowledge that is available to the local authority social service departments allow them to be a central figure in the initiation and implementation of programs to deal with poverty.
This research focuses on identifying the way that department heads perceive the issue of poverty, the ways in which they deal with it, the link between these perceptions and how they see their role in dealing with poverty, as well as the identification of existing services.
