In 1985, the Chairman of the Board of Governors of the Jewish Agency requested the Center for Social Policy Studies in Israel to conduct a comprehensive study of the Jewish Agency Department of Immigration and Absorption. In doing so, he was aware of our practice of presenting alternatives to the status quo as part of our examination of current policy issues.
