From 1980 to 2000, government transfer allowances to those in need grew substantially – in fact, at a faster rate than the growth of the economy. This was in part due to cutbacks in defense spending as well as as the economic growth that took place. Circumstances have once again changed, though, and this rate of welfare spending cannot continue.
